Joker initially wants to kill Batman so that crime can go back to the way it was before, with no interference from a vigilante. Later, however, he decides (or maybe thought this all along, but hid it) that Batman is too much fun to mess with, so he switches to trying to turn Batman to evil (by forcing him to kill) instead of killing him.
